BULLETIN TO TEXAS TITLE AGENTS AND DIRECT OPERATIONS: The policy guaranty fee has been reinstated effective as of May 1, 2019.
Every Texas Title Agent or Direct Operation is required to collect a policy guaranty fee for each owners and lenders title insurance policy issued from 2004 through December 31, 2013 and again from April 1, 2016 through December 31, 2017 and starting again on May 1, 2019. These fees must be remitted quarterly to TTIGA with a remittance form (below). The amount of the fee is set by TTIGA’s Board of Directors and, for policies issued after May 1, 2019 until further notice. Guaranty fee amounts for the years 2004-2013 and 2016-2017 are listed below.
Guaranty Fee Due Dates are as follows:

OLD FORM FOR STRAGGLERS
Because the Guaranty Fee was in hiatus (set to zero during 2014-2015 and 1Q16), you may still come across fees that were “collected” at closing in prior years/quarters for $2, $5 or $1, but were not remitted to TTIGA because it wasn’t funded or for some other reason. These fees are called “Stragglers” by TTIGA. Remit them with the old $2, $5, or $1 form (below) with the quarter dates set to the proper quarter (i.e. if collected in October 2012, then put the dates of Oct. 1 through Dec. 31, 2012 and that they were due Feb. 1, 2013) on the form. Also write at the top “Straggler” or “Supplemental” although we have already done that for you on the forms below. Send them in as soon as you know about them. They are not to be remitted with the GARC fees, because the fees are deposited in different accounts; however, they can be remitted with the new Guaranty Fee form to be remitted beginning April 1, 2016.
